Špansko Udruženje pilota - SEPLA, je putem IFALPA-e, upozorila pilote koji lete prema Španiji, na alarmantnost situacije u kojoj se našlo civilno vazduhoplovstvo u toj zemlji. Shodno tome se piloti obaveštavaju da obrate posebnu pažnju u periodu od narednih petnaest dana, od isteka zakona koji faktički kontrolore uvodi u prekršaj prekoračenja godišnjeg radnog vremena. Međutim, donošenje novog zakona i redefinisanja pozicije kontrolora se može produžiti i do isteka kolendarske nove godine, u zavisnosti od toga kada će parlament te zemlje izglasati novu odluku. Posledice ovog "nesporazuma" su zastoj u saobraćaju u najvećim vazduhoplovnim oblastima u Španiji, što je dovelo do opšteg haosa i nemogućnosti da se planiraju letovi, a kamoli da se saobraćaj odvija po predviđenom redu letenja.
Međunarodna asocijacija kontrolora leta IFATCA, organizacija koja okuplja više od 50 000 kontrolora u 130 zemalja širom sveta se takođe javnosti obratila na ovu temu stavljajući u prvi plan nemogućnost socijalnog dijaloga između španske vlade i kontrolora, što je u suštini problem administrativne prirode, ali i nemogućnosti sagledavanja ozbiljnosti posledica neblagovremenog rešavanja administrativnih "nesuglasica". Kontrolori leta su takođe odbili da budu pod stalnim nadzorom vojske tokom obavljanaja svojih rednovnih obaveza.

SEPLA advise caution for operations ithin Spanish airspace

Following on from the disruptions to ATC provision which began on 27 November and escalating to a complete closure of the Madrid, Barcelona and Canaries FIRs from 2230UTC 3 Dec to 2030UTC 4 Dec the Spanish Government has applied legislation that has not been used since the establishment of a democratic constitution in 1978. Under the provisions of the “State of Alarm” ATC personnel are required by law to report for work and carry out their duties under the supervision of military officers. Under Spanish law the present “State of Alarm” is valid until 18 December although it may be renewed for a further 15 day period at the discretion of the Spanish Parliament.
IFALPA Member Association the Sindicato Espanol de Pilotos de Lineas Aereas (SEPLA), reports that although operations have returned to near normal over the last 24 hours they remain far from optimal and points out that no NOTAMs or special operating procedures have been issued to mitigate the situation. SEPLA also reminds pilots to be as cautious as possible with every interaction with ATC, from clearances to separations, and that earlier advice to take into account the present operational environment into flight planning and fuel requirements remains valid.

Spain has created serious concerns for air traffic safety within its airspace
IFATCA is a professional organization that promotes safety, efficiency and regularity in international aviation. To this end we are equally frustrated and fully understand the anger caused by the current disruptions to flights in Spain. We are especially aggrieved that the unplanned nature of these irregularities during a holiday period affected a large group of travelers and their families.
IFATCA understands that this crisis resulted when the imposed maximum number of working hours was surpassed, which meant controllers would effectively violate a Royal Decree imposed on them earlier this year. When this limit proved insufficient, as was previously predicted, AENA and the government simply changed it. Contrary to persistent reports in the press, air traffic controllers did NOT strike about pay, allowances or financial compensations.
To solve this entirely manufactured and avoidable problem, the Spanish Minister for Internal Affairs declared a “State of Alarm” – applicable only to air traffic controllers – on 4 December 2010. For the next 15 days, Spanish air traffic controllers are under military mobilization. By choosing conflict over any form of social dialogue, AENA and the Spanish government wish to divert attention from the main issue AENA faces: a series of disastrous financial decisions and the resulting deficit. Using controllers as scapegoats, they hope to salvage what is in essence a badly mismanaged state company.
By choosing to ‘resolve’ the conflict with a law last used 40 years ago under the Franco regime the Spanish government has created extremely serious concerns for the safety of air traffic and passengers travelling within the Spanish airspace. By forcing controllers to work under military supervision the government has cancelled all previous agreements derived through social dialogue. The Spanish authorities have not only disregarded all international conventions, including the Lisbon Treaty and basic human rights, they have also disregarded accepted safe standards and recommended practices.
Safe and reliable service cannot be guaranteed by military commands in any safety critical function. Given the duress under which our Spanish colleagues are forced to work, IFATCA declares that the safety of Spanish airspace and airports is severely compromised while this military rule is in force.
IFATCA fully supports our member association in these difficult times. We urge the Spanish government to reverse its decisions. This, and only this, will ensure that the Spanish airspace and airports can be safely controlled. We further request that the authorities immediately initiate open and unconditional discussions with controller representatives to guarantee stable and safe operations in the long term.
By resorting to totalitarian and dictatorial measures, Spain and its service provider can no longer be considered a worthy partner in international projects and we would submit it has effectively forfeited its Single European Sky (SES) certification. In addition, we submit that Spain has effectively reneged from international agreements and projects, up to and including commitments made to ICAO. IFATCA urges international organizations such as ICAO, the European Commission, EUROCONTROL, and CANSO to ensure that the situation in Spain doesn’t escalate any further and that it realigns itself with international standards. Failure to do so could well trigger a wave of solidarity actions of controllers around Europe in support of their Spanish colleagues.
Only an open and constructive social dialogue, worthy of any democratic and civilized society, can resolve the current deadlock in Spanish service provision. The people of Spain and international air travellers deserve nothing less.

Ima tu svega. A najvise onih sto se prave ludi. sad se i Spanska vlada pravi nevina a kontrolori francuske sobarice.
Svi znaju za dil .
kontrola letenja moze ad povuce para iz CRCO(Central Route Charge Office iz Eurocontrola) onoliko koliko prijavi troskova. znaci ako je plata kontrolora 2000 eura povuci ce iz Brisela 2000 eura plus 20-tak procenata za poreze i socijalna davanja koliko CRCO priznaje.
vec se da naslutiti sta se desava. Vlada "odobri" kontrolorima letenja enormne plate posto sto veca plata veci je i porez, te time vise se puni budzet. O tome da je porez u masi evropskih zemalja eksponencijano progresivan tj ako ti je plata 2000 eura onda je porez 400 eura ,a ako je 5000 eura onda je porez 2000 eura,npr. ne treba trositi reci.
I to je tako funkcionisalo dok neko nije preterao. U vecini iole normalnih zemalja drze plate kontrolora na pristojnom nivou,samo su Spanci ispali gladni preko pogace.
poceli ad uzimaju previse,kada se ispostavilo da u procentima od ukupnih troskova aviokompanija koje lete u spaniju, za KL ide puno vise od ocekivanih 2-3% ukupnih troskova m, tikva je morala da pukne.
i umesto ad stanu an loptu i da se uklope sa trenutnim trendom, i spanska vlada i sindikat/udruzenje KL krs i lom.
Jako ce biti velika cena poremecaja u saobracaja.
Licno mislim da im se desava sto i Grcima.Nazalost bio sam u pravu.
Ne moze kafa da kosta vise u centralnoj Grckoj nego u Fraknfurtu.
u spaniji ce to izgledati ovako:
-Zbog nestabilnosti poskupece avio prevoz ili ebventualno smanjice se broj letova ,sto ce direktno ad ucini Spaniju manje konkurentnom u turistickom i investicionom smislu , a to ce z a posledicu imati jos dublju recesiju koja onda logicno vodi u recesionu spiralu i navodi me na pomisao da ce biti jako tesko u spaniji do neke naredne revolucije.
